我就建议你去下载一个中文版的操作系统吧，然后重新装。德文版的windows改成中文版的操作系统，我不知道还有别的方法没有。

It has nothing to do with your PC but your operation system. Mine is an english version of Windows XP HE but I can see Chinese characters very well. Try this: control panel-region and laguege options- click the Advanced label- choose Chinese(PRC) for non-unicode programs. If you wish, you may click lagueges label-details to add chinese input. You can change the regional options to chinese as well. But I don't think they have much to do with your problems.
