As in the previous analysis, we used a sequential logistic regression to assess the effect of Advocate Unit participation on default propensity. Public investment in higher education has been directed at reducing barriers to entry for more than 30 years (Volkwein, etal., 1998). Since the 1980s, approximately half of the students attending four-year colleges and more than 60% of the students attending proprietary schools have borrowed to assist in paying for their education (The College Board, 1992). However, the default rate on student loans has historically been higher than the rates for both consumer loans (American Banker Association, 1994) and home mortgages (Mortgage Bankers Association of America, 1994). The costs associated with defaults have been estimated to account for more than a fifth of the total program costs (Knapp & Seaks, 1992).
