In this paper, we attempt to analyze this developing trend of community-based environmental management, and to examine its potential contribution to sustainable development. In particular, although the theoretical purpose of CBEM in reaching ecological conservation and social inclusion through participation is promising and convincing, in reality, many problems remain. Poor design implementation process often discounts the effect of CBEM. It is evident that CBEM often fails in regions with declining social development in the process of globalization. We are interested in exploring a form of CBEM that works in regions with development obstacles, and a form of CBEM that can help achieve local sustainable development.
We think it is important to integrate environment and development into decision-making. In particular, with rapid economic structural changes, many regions lose the skills earning their livelihood and duffer from high unemployment rate and emigration of local labor force. Regional disparities are getting worse in the global era. Frequently, local environmental quality is also deteriorating along with the decline of local development. If there exists a form of CBEM that can stimulate local development and help achieve sustainable development, then regional disparities may be mitigated.
