1， 组织社区的居民
通过社区的居委会，社区的宣传栏来告诉社区内的老年人，社区要筹划建立一个老年服务小组，希望有志愿来为社区内的老年人服务，使大家的能过有更多的交流，互帮互助让老年生活变的丰富多彩的人，来主动的报名。老年服务小组的人员将从这些报名的人员中选举产生。同时这可以提升老年人自己的居民的意识和能力，让老年人知道自己使可以改变自己的生活的环境（包括：物理的环境physical environment，和与人交流的情况等心理的环境）
将活动的地点暂时先定在居委会的老年活动中心，因为活动中心在社区的中心位置，方便老年人的进出，。其次该社区的居民对于老年活动中心有一定的认同度。将时间定在周五的晚上，因为周末，有些老年人的孩子可能会回来看老人。
2， 提高社区居民的参与度
社会工作者走访不同的有老年人的家庭，告诉他们这次活动的意义，鼓励大家积极的参与。
3， empowerment
从报名的人员中，由大家现场选举产生6－7名的成员，同时加上一名的由社区的居委会任命的成员。加上居委会任命的成员是为了让老年服务小组和居委会之间有一座有效沟通的桥梁。
选举产生后，对成员进行肯定，再对他们进行相关技巧的培训，让成员更加明确自己的活动的准则，用更有效积极的去为社区里的老年人服务。
