这是一个强调句,强调地点状语.将句子还原可得:
He told me the news at the gate.
强调句的句式是:
It is +被强调的部分+that/who+句子的其他成分
但是如果将上句中的改为It was the gate ---he told me the news.时就应该选D.这时不是强词句,而是一个定语从句!!!

如果没有，就一定要选D了.
既然有,那么后面的定语从句就是修饰前面的名词,就要用THAT了.
