hair和sheep,fish一样，就是没有s的。他们的复数和单数词一样。
至于你说的short前没a？不知道你在说什么...

I have a short sword.
I will make a short journey.

hair 前是可以加s的，hairs 表示白头发！！！！！
至于你说的short 前为什么不加a,我也不知道你在问什么样！
hair为不可数名词。单复数是同型。（应该说没有复数喇）
short为形容词，在此修饰（补充说明）hair。如果后面没有一个可数名词补充说明宾语“hair”（like "son" "friend" 等）是不可以用a去修饰为不可数名词的“hair”
OK:He has a short hair son.
He has short hair.
Wrong: He has a short hair.
