the method works best(最奏效的方法)不是定语，是主语
The method works best if total deafness is due to malfunctioning of the ear's sensory cells.
this should be correct.
我的理解The method 是主语,works 是谓语,best 作为定语修饰宾语csses ,而 where 引导状语从句修饰宾语best cases.
