About building a Server , the easiest way is to use Microsoft IIS(Internet Inforamtion Server).I believe it has every language package you need including English of course.And I believe you have the ability to use it easily.
About the Server Cost : Just if you are not intend to build a physical server of your own , you would always find a free space on the net to simulate your own physical server.
