If you are in college, than yes, 'cause colleges are expensive and you should drop burdens for your parents. If you are merely in schools, than I would say if you want some spending money than it is suitable.

It depends on the situation you are in.
"Necessary" means something is very important, and you need do it,otherwise something serious and bad will happen.
If you can live normally without it, summer job is not so important. If you will encounter some difficulties without summer job, then it becomes necessary.
