因为SING是极物动词可以单独使用，而DO是不极物动词，要加宾语才是完整的。可以说HOW TO DO IT
要有how to do what才完整么
如果有上下文，可以简略的说how to do，
e.g.
——A:This question is so difficult that you can not finish in five mintues.
——B:But how to do(it that i can finish in five mintues)?
可以说
what to do 是可以的，how to do 后得加宾语。因为how 是一个方式状语，DO 后得加宾语才完整。
