随着知识经济时代的到来，大力发展高等教育已成为当今教育发展的主导潮流。而我国高等教育与经济发展水平的整体不适应，也使得大力发展高等教育成为促进经济与社会发展的必然选择。对此，中科院院士何祚庥曾在《高等教育是适度发展还是大力发展》一文中指出，在今后相当一个时期内，我国的高等教育必须大力发展。而对于一些经济发达但高等教育却相对落后的地区而言，大力发展高等教育更具有特殊意义，本文将以发达地区经济与高等教育非均衡发展的代表性地区——广东为例，对此问题作进一步的探讨。

一、经济与高等教育的非均衡发展

经济是人类社会生存和发展的基础，对高等教育的发展也同样具有决定作用。因此，就一股情况而言，经济发展较快的地区，高等教育往往也发展较快，而经济较落后的地区，高等教育发展则相对缓慢。但必须看到的是，我国是一个幅员辽阔、人口众多的大国，长期以来，区域发展的不平衡性一直存在，在某些区域，高等教育与经济的发展并不是完全同步的，而是呈现出非均衡发展的态势，如广东、福建、陕西等省，其高等教育的发展与其经济发展水平相比，均存在着比较明显的不均衡态势，即经济较发达的省区，其高等教育并不发达，而高等教育较发达的省区，其经济发展却相对滞后，见表1。
经济与高等教育的非均衡发展说明两者之间并非是简单的函数关系，除了经济因素外，还存在其他因素(如政策因素、文化传统因素、自然地理因素等)
