This is a proposal essay, i studied this kind of writing last semester... so, hope my suggestions will help...
First, write a background of the topic of your porposal. in your situation, you topic is travelling which should contain the destination, the number of people, the purpose of travelling and so on.
Second, you should state your topic and your thesis, which is very important. in this part, you should state how many subtopics will you write about in your proposal, such as the reservation of hotel and air tickets, the plan of transportations, the schedule details, etc. in this part, you don't need to state and describe the details, just show your subtopics.
Third, give references to your proposal, and add all the details of the subtopics.
