胡总书记提出八荣八耻以后，想树立现代人的社会主义的荣辱观，他的那些语言文字对于中学生、大学生或者成年人来说比较容易理解，但是怎么能够让八荣八耻走进小学的校园，贴近小学生的年龄层，用童谣的形式更好，这可能是一种比较好的途径，让学生通过童谣，通过编童谣、唱童谣、诵读，把八荣八耻内化在心里，这是一种挺好的途径。八荣和八耻，每个荣每个耻所涵盖的内容特别深厚，特别丰富，对小学生怎么指导他的日常行为，让他有一种符合小学生的荣辱观，需要把它细化，而且把它变得实在一点。比如说以辛勤劳动为荣，在学生看来就是我能够帮助家长做家务，在学校能够主动捡拾垃圾，能够主动打扫卫生，都是小而实，和学生生活贴近很近，编成童谣，指导了学生的日常行为习惯。

胡锦涛同志3月4日看望出席全国政协十届四次会议的委员时提出，要引导广大干部群众，特别是青少年树立“八荣八耻”的社会主义荣辱观。

“八荣八耻”涵盖了爱国主义、集体主义和社会主义思想的丰富内容，是中国传统美德和时代精神的完美结合，是以爱国主义为核心的民族精神和以改革创新为核心的时代精神的鲜明表达，为公民道德建设树起了新的标杆。

胡锦涛指出要把发展社会主义先进文化放到十分突出的位置，充分发挥文化启迪思想、陶冶情操、传授知识、鼓舞人心的积极作用，努力培育有理想、有道德、有文化、有纪律的社会主义公民。
