Due to the existence of many drawbacks in the law system of the relevant citizen groups, the development of such groups is delayed. This article is designed to make discussion on the human resource and management problems based on organ of state administration as its investigation target. This article mainly conclude the human resource and management problems widely existed in our public departments, and also form some renovation, method, suggestion and the developing trend to such problems.
