reluctance为reluctant的名词，这里可以理解为不愿意
很多时候，翻译的时候可以灵活一点，把名词翻译为动词就可以了，就像汉语中也有名词作动词用，所以reluctance of the authorities如果翻译为‘当局的不愿意’就太僵硬了
