这句话英语周报说错,请问错在哪?

我是这么理解的.
should be sent work there 意思是某人会被派到那里工作.
但是前面半句是What do you suggest that ,WHAT 是不能指人的,所以应该把WHAT 该成WHO.
不知道对不对...你到时候给个答案啊.
be后面加个to
应该是这样的:
Who do you suggest that should be sent work there?
你建议谁去那边工作呢?
what 和 that重复了，用一个就行了，都是做主语的
What do you suggest that should be sent there?
NO work
Who do you suggest should be sent to work there?
