第一个如果用can't语气太强烈
第二个这个是情态动词的规律
can may must need 否定回答往后推一个
如果提问时用can 否定回答就用may回答
以此类推may 提问，否定回答就是mustn't
很简单，其实都是语气的问题。
这三个词的语气由强到弱发分别是
mustn't
can't
oughtn't

当然，他们的用法并不绝对
