Implementation of the Solid Waste Component, which was strongly requested to be included in this project, has already fallen noticeably behind the Wastewater Component of the Project. We are concerned that the executing agency, the Environmental Sanitation Division (ESD), is suffering from severe, if temporary, capacity constraints that appear to be hampering its ability to advance the project under present circumstances. During the upcoming mission we would like to have a frank discussion on the needs and ways to reinforce ESD over the short-term so that they can step up their project implementation activities with respect to both the physical and institutional components under their responsibility.
