新世纪的曙光照出了一条光辉的道路，人们坐在信息时代打造的“飞船”里，遨游于网络虚拟的空间。互联网的出现给传统的商业方式带来了深刻的变革，电子商务应运而生，成为了时代的宠儿。电子商务是指利用互联网络进行交易的方式。信息网络化的发展水平已成为衡量一个国家现代化水平与综合国力的一个重要标志。随着电子信息网络技术的迅速发展，电子商务也必将迅猛发展，消费者作为电子商务的重要组成部份，其权益的保护就显得极为重要。而综观我国现有法律规定，对电子商务消费者权益的法律保护，散见于《民法通则》、《合同法》、《消费者权益保护法》、《电信条例》、《计算机信息网络国际联网管理暂行规定》、《计算机信息网络国际联网安全保护管理办法》等规定，内容简单、散乱，缺陷不少，可操作性不强，远远不能适应电子商务迅速发展所要求的对消费者权益保护的迫切需要。因此对加强对网络时代的消费者权益保护的法律研究和立法，已是迫在眉睫。
本文对网络时代消费者权益保护的内容进行了较为详尽的分析,从网络技术的发展对消费者权益进行的挑战，到网络时代消费者权益的保护范围，最后对我国今后在电子商务中消费者权益保护方面的立法提出了有益的建议。
