高校问答中国平安分红派息:几个贸易合同方面的问题

我有个马上要签的合同。
合同的有些条款是这么写的：
1.价格条款：
The price is excluding the VAT.
VAT 是什么？
2.我们卖的是变压器。
Options to be released:
(1) prices for type /special tests as enclosed
这些特殊测试的费用，是不是如果客户要求做的话，应该他们付给我们？
（2）prices for supervision and commissioning
Unit price: 400 EURO per day
这个监管是谁监管谁啊？400euro一天，是谁付给谁啊？
烦请大家帮忙啊！

VAT 是Value Added Tax： 增值税。
The price is excluding the VAT 指含税报价。
1）prices for type /special tests as enclosed 测试费用包含在报价中。
2）prices for supervision and commissioning
Unit price: 400 EURO per day 指导和调试费用 因为缺少上下文 判断不出来是否包含在报价中。 一般是在报价之外另行规定的费用。是由买方向卖方支付的。
VAT不知道应该问问客户,第二个问题是客户要检测设备,费用应该是你们付,看样子你们的客户不是终端客户,是中间商,由他在中间监管,费用也是你们付他们.
