Based on this attempt, we propose a form of CBEM that moves toward sustainable development. This form of CBEM uses the third system as its foundation. We refer “the third system” (or so-called “the third sector”) as economic activities stimulated by non-profit-organizations in the space between public and private sectors. With the third system being taken into consideration, the participation process created for the community-based programs will concern not only local ecological conservation but also local social economy, and thus can better achieve sustainable development.

This paper is organized as the follows. Next we review the development of CBEM and its recent critics. Then we suggest taking the third system concept as a foundation for the implementation of CBEM. We argue that this form of CBEM can better empower the community, stimulate local economy and build partnerships with the state to undertake environmental programs together. Section four is a case study in which we show the practice of taking this form of CBEM in local environmental and developmental decision-making. Last, we provide policy implications for the implementation of sustainable CBEM.
